Two representatives each from Libya’s Government of National Unity (GNU), House of Representatives and Libyan National Army General Command, together with two High Council of State members, sign agreement
Two representatives of Libya’s Government of National Unity (GNU) and two members of the High Council of State, together with two representatives each from the House of Representatives and the Libyan National Army General Command, forming the eight-member “4 + 4 Small Convening”, signed an agreement at the headquarters of the United Nations Support Mission in Libya (UNSMIL) in Tripoli. The agreement proposed that presidential and parliamentary elections be held on a unified nationwide basis within no more than 24 months. The agreement also stipulated that, if the House of Representatives and the High Council of State did not formally approve the agreement within one month, the signatories would seek to have the agreement adopted at the national level as a constitutional document and seek support from the United Nations Security Council.
On 2 May, the High Council of State issued a statement saying that it had not authorised its members Ali Abdulaziz (علي عبد العزيز) and Abdul Jalil al-Shawish (عبد الجليل الشاوش) to represent the Council in the “4 + 4 Small Convening”. On 26 August, the High Council of State said that no Council “representative” had participated in the agreement. On 29 August, High Council of State President Mohamed Takala (محمد تكالة) formally wrote to UN envoy Hanna Tetteh, saying that he would not attend the signing ceremony and that the “4 + 4 Small Convening” “lacked legitimacy”.
Government of National Unity (GNU) Prime Minister Abdul Hamid Dbeibah (عبد الحميد الدبيبة) and Government of National Stability (GNS) Prime Minister Osama Hammad (أسامة حماد) “welcomed” the agreement.
