《華爾街日報》報導，川普政府正考慮對美國留學生申請就業制度「選擇性實習培訓（OPT）」再增加十萬美元手續費。據《華爾街日報》報導，OPT是指留學生爲獲取與大學專業相關實務經驗，可以繼續持學生簽證工作一至三年的制度。尤其在金融和科技行業，許多留學生通過OPT就職，之後再轉爲高度專業工作簽證「H-1B」。去年九月，川普總統簽署了將H-1B簽證的申請費提高至逾先前手續費二十倍之十萬美元的總統公吿。今年六月，一家聯邦地方法院裁定該措施違法且無效，政府方面已對此裁決提出上訴。

The Wall Street Journal reported that the Trump administration is considering imposing an additional US$100,000 fee on applications for the Optional Practical Training (OPT) program for international students in USA. According to the WSJ, OPT allows international students to work for one to three years while on a student visa to gain practical experience related to their university major. In particular, many international students find employment through OPT in the finance and tech industries, and later transition to the highly skilled working visa H-1B. In September of last year, President Trump signed a presidential proclamation raising the application fee for H-1B visas to $100,000, more than twenty times of the previous fee. In June of this year, a federal district court ruled that this increase was illegal and invalid, and the administration has appealed that ruling.
