中國國務院公佈《國務院關於出境入境管理的規定》
中國國務院七月二十二日公佈《國務院關於出境入境管理的規定》，定於二〇二六年九月十五日起施行。規定包含，施行後中國公民申請申請出入境時，須配合移民管理機構要求，出具申請事由的相關證明；移民管理機構必要時得「勸阻」公民前往高風險國家或地區；中國公民若在境外實施「危害國家安全或利益」之違法犯罪行爲，回國後可能被禁止出境六箇月至三年；中國公民違反出口管制、技術進出口管理等規定，可能危害國家產業或技術安全者，有關主管部門可以決定不准其出境等內容。
China’s State Council promulgates the Regulations of the State Council on Exit and Entry Administration
China’s State Council promulgated the Regulations of the State Council on Exit and Entry Administration on 22 July, with the regulations scheduled to take effect on 15 September 2026. The regulations provide that, following their implementation, Chinese citizens applying to enter or leave the country must, at the request of the immigration authorities, submit relevant evidence supporting the stated purpose of their application; immigration authorities may, when necessary, ‘dissuade’ citizens from travelling to high-risk countries or regions; Chinese citizens who commit illegal or criminal acts abroad that ‘endanger national security or interests’ may, after returning to China, be prohibited from leaving the country for a period of six months to three years; and the relevant competent authorities may decide to prohibit Chinese citizens from leaving the country if they violate export control or technology import and export regulations in a manner that may endanger national industrial or technological security.

中国国務院、「国務院出入国管理に関する規定」を公布
中国国務院は七月二十二日、「国務院出入国管理に関する規定」を公布し、二〇二六年九月十五日から施行するとした。規定には、施行後、中国公民が出入国を申請する際、移民管理機関の求めに応じて申請理由に関する証明を提出しなければならないこと、移民管理機関は必要に応じて公民が高リスクの国又は地域へ渡航することを「思いとどまらせる」ことができること、中国公民が国外で「国家の安全又は利益を害する」違法・犯罪行為を行った場合、帰国後六ヶ月から三年間にわたり出国を禁止される可能性があること、輸出管理や技術輸出入管理などの規定に違反し、国家の産業又は技術の安全を害するおそれがある中国公民について、関係主管部門が出国を認めない決定を下すことができること等が含まれる。
